I tried both PWM -/+ on pin 20 and 28.
After I changed to pin 28 (yellow wire) seems like there is no signal (zero on utcomp display).
Could it be that consumption calculation happens in the instrument cluster in this car?
I guess that Instrument cluster is connected via CAN-bus, So I might have to abandon hope of getting consumtion readings to the utcomp.

From my experience 1.9 TDI engines A** have fuel consumption signal on dedicated wire and engines B** sends data only via CAN BUS.

PWM+ for this type signal is correct one.
Does it count any impulses in diagnostic screen?

Diagnostic screen shows no pulses from pin 28. And pin 20 shows pulses only when moving car.

Pin 20 is definitely VSS.
Pin 28 seems like this output is not programmed, but it is fuel consumption signal in these ECUs.
You need to stay with PD signal, but scale it on longer distance (50-100km), you should achieve average accuracy about 5-10%.

I have means to program ECU if enabling output is possible by just enabling it in some address.
Otherwise I will just use cars own (fading) MFA screen.

It should be possible, but I do not have knowledge in this subject. It will require testing - replace with other ECU, check if fuel consumption signal is working and compare maps. But I'm still thinking why you have yellow wire at pin 28 in harness. Usually when fuel consumption signal is disabled (I had such situation in 1.9 TDI in Seat Altea) then wire is missing too. On the other hand, I had situation in Golf IV where wire was missing, but signal was there.
