Voltage level of Revelprog IS too low when Revelprog IS and QSFP SFP XFP Adapter connected

hello, it is normal that the Voltage level at Revelprog IS is too low when both the revelprog is adapter and QSFP SFP XFP Adapter be connected to the revelprog adapter? or could it simply be that my laptop is not providing enough power via USB?

Both devices (REVELPROG-IS programmer and QSFP adapter) should be powered (connected via USB with 2 cables) and it should be fine. For high power consumption transceivers you need high power usb output (1A and more).
