Are you programming in external circuit?
Please try to increase voltage +0.2-0.3V and decrease SPI speed to 50% or 10%. If it will not work, you need to desolder the chip and programm it directly in WSON8 adapter.

It depends mainly on external circuit, you can have bus conflict (SPI bus is shared, MCU can communicate with FLASH when you power up it). There are some tricks and workarounds. Please read Chapter 5 for more details. If you share me more details about your external circuit how FLASH is located on board and connected to power & other devices I can help to find the issue.
